Selling to Norway: VOEC, Komplett and labelled retouching
Foreign webshops compete directly with local ones for Norwegian shoppers, who pay in kroner and live outside the EU, which shapes how VAT reaches their checkouts. That gives business teams two jobs: watching domestic channels such as FINN.no and Komplett, and checking how cross-border sellers present Norwegian VAT under the VOEC scheme. Marketing has a local rule of its own too: ads showing a retouched body must carry a label.
Domestic channels
FINN.no is where Norwegians list cars, property, jobs and second-hand goods. Komplett, Elkjøp and Power sell electronics online, and Prisjakt.no compares their prices. Vipps is a familiar payment option at checkout, so note whether competitors offer it and how they present delivery.
Cross-border VAT under VOEC
Foreign sellers and marketplaces registered in the VOEC scheme collect Norwegian VAT at checkout on low-value goods, instead of buyers paying it at the border. Teams selling into Norway compare how rivals show VAT and delivery costs, and a Norwegian IP shows the checkout as a local buyer sees it.
Ad checks with a local twist
Since July 2022, Norwegian marketing law requires a label on ads where a person's body shape, size or skin has been retouched, including paid influencer posts. Ad verification in Norway therefore covers creative compliance on Instagram, TikTok and Snapchat, not only placement and targeting.
Data protection outside the EU
GDPR applies in Norway through the EEA agreement, and Datatilsynet is the regulator. In practice, treat data collected from Norwegian pages under the same rules as EU data, collect public business information only and keep personal details out of reports.
